              Integrity is a qualitative concept and cannot be defined quantitatively, Hence Integrity is a broad and comprehensive concept. Generally, lack of integrity is seen as corruption. Corruption refers to the misuse of government office or public resources for private interests or profit.

Integrity encompasses all the values ​​expected of public servants such as non-partisanship and non-discrimination, fairness, dedication, empathy, tolerance, compassion etc.

 Importance of Integrity in Public Administration

            Integrity requires that the behaviour of the public servant is in such, that there should not be any deviation from honourable behaviour in relation to the public servant.

      The behaviour of conscientious public servants is in accordance with the proposed code of conduct.

      Integrity is a absolute concept. Hence it is non-selective and is beyond any compromise.

      Integrity motivates the public servant to work only in the spirit of public interest. The performance of his duties by the public servant and his behaviour as a professional so that the public's trust remains.

      Inclusive use of resources in an effective manner.

      Inspires honest public servant to follow the law and maintain the justice system.

      Integrity requires that the public servant should not misuse his power / authority / discretion / power of self-determination for personal interests.

      A public servant should not to receive any gift, which would appear to compromise his decision or integrity.

      An honest public servant should not disclose any government information without authorization and this principle applies even after the retirement of the public servant.

Integrity emphasizes integration and harmony in thought, expression and action/behaviour.

 Answer:

 Emotional intelligence as a person's ability to manage his feelings so that those feelings are expressed appropriately and effectively.

 Five components of Emotional Intelligence:

  •  Self-awareness. A person has a healthy sense of emotional intelligence self-awareness if they understand their own strengths and weaknesses, as well as how their actions affect others. A person with emotional self-awareness is usually receptive to, and able to learn from, constructive criticism more than one who doesn't have emotional self-awareness.
  • Self-regulation. A person with a high emotional intelligence has the ability to exercise restraint and control when expressing their emotions.
  • Motivation. People with high emotional intelligence are self-motivated, resilient and driven by an inner ambition rather than being influenced by outside forces, such as money or prestige.
  • Empathy. An empathetic person has compassion and is able to connect with other people on an emotional level, helping them respond genuinely to other people's concerns.
  • Social skills. People who are emotionally intelligent are able to build trust with other people, and are able to quickly gain respect from the people they meet.

Application of emotional intelligence in governance:

      It is necessary to have an emotional intelligence to get public support for the various reform efforts undertaken by the government. Through this, the decisions and activities of the government get social approval.

      In managing different pressure groups.

      In coordinating between different religious groups.

      In managing the non-state elements with extremist ideologies like Naxalites, extremists etc.

      Role in controlling communalism.

      To promote inclusive growth by eliminating social discrimination.

      To coordinate between laws and policies - such as Uniform Civil Code.

 Application and use of emotional intelligence in administration:

      Through emotional intelligence, the administrative officer can send his messages to the people in the simplest way.

      Emotional intelligence helps in understanding the aspirations of the people. Due to which the working style of administration will be better.

      Developing emotional intelligence can lead to the development of better relationships among employees. By which the collective goals of the government can be easily achieved.

      Civil servants have to allocate the tasks of administration by intelligence the interests, strengths and weaknesses of their subordinate employees. This requires emotional intelligence.

      Emotional intelligence is required to conduct its operations in a democratic way.

To maintain the composite culture, democratic values, sustainable and inclusive development of any state, it is necessary to develop emotional intelligence in governance and administration. This will not only lead to the development of the society but will also strengthen the protection of human values.
