Q1. भ्रष्टाचार से आप क्या समझते है? भ्रष्टाचार के कारणों का उल्लेख करते हुए, इसे कम करने के उपायों पर चर्चा कीजिये?

What do you understand by corruption? Mentioning the causes of corruption, discuss the measures to reduce it?

 Answer:

            Corruption is the use of public resources and power for personal gain or interest. There is an increasing interference of power in social and economic life. Due to increasing interference, the level and methods of corruption are also changing. Corruption is not only taking bribe, it also includes delay in work, non-compliance of prescribed procedure, abuse of power of office etc.

 Cause of Corruption:

      economic inequality.

      social acceptance.

      Chrono capitalism.

      Lack of ethics.

      Lack of awareness of their duties.

      Colonial ancestral property.

      Power asymmetry.

      State Subsidies.

      exercise of discretionary power.

      Hyper centrism of power.

Some of the prominent examples of corruption are Bofors scam, Fodder scam, Hawala scam/ Harshad Mehta scam, Indian coal allocation scam, 2G spectrum scams etc.

Necessary measures to reduce corruption:

      Changes have to be made in the educational system for the development of moral values.

      Such civil servant will have to be rewarded from time to time who discharges his duties ethically and honestly and the person who behaves badly will have to be punished.

      Norms have to be set for the development of healthy competition so that fair norms are not violated in the pursuit of higher profits

      Development of technology will prove to be a positive step for eradicating corruption, under which technology should be expanded from CCTV cameras to work culture.

      Government employees will need good salary. It is noteworthy that there has been an increase in the salary of the Central Government employees after the implementation of the 7th Pay Commission, but the salary situation at the provincial level still remains satisfactory.

      Corruption can also be controlled by filling up vacancies in government offices.

      The existing tolerance towards corruption has to end among the people and they have to be made aware.

      Enhancing the powers of various investigative agencies.

      Establishment of Vigilance Units in various Ministries and Departments.

      To further streamline the judicial system.

      To spread awareness among citizens about their rights and duties.

 

The acceptance of increasing corruption in the society has worked to increase the corruption further. Market based economy has worked to increase the materiality and the uncontrolled desires of man beyond morality-immorality. However, emphasis is being laid on the use of various technologies for the smooth running of the governance system as well as making people aware of moral education. Efforts are being made to promote values ​​like self-control, honesty, integrity, non-partisanship.

      Discuss the measures for the success of the Citizen's Charter.

 Answer:

          A Citizen Charter is a document that aims to make an organization transparent, accountable and citizen friendly. A Citizen Charter is basically a set of commitments made by an organization regarding the standards of service rendered by it. In every citizen Charter, there are many essential components to make it meaningful such as the vision and mission statement of the organization, service sector, commitments, promises, responsibilities of citizens etc.Through the Citizen Charter, the government makes itself more accountable to the citizens.

The provisions of the Citizen's Charter are automatically determined or defined by the government organizations whose fundamental objective is to make the government citizen-centered.

         An attempt has also been made to make the government accountable to the citizens by law, but this accountability is external, whereas an attempt has been made to ensure the self-accountability of the government through the Charter which defines the moral obligations of the government or the government.

 Measures for the success of Citizen's Charter:

      Citizens' participation should be kept in mind while deciding the provisions of the Citizen Charter and proper consultation should be done with them.

      The provisions of the Citizen Charter should be suitably changed according to the aspirations of the people.

      Citizen Charter should include aspects like etiquette in the behavior of public servants.

      Citizen Charter should focus on quality of services, choice in receiving services, standards of public service and fair value of the price to get the services.

      The language of the provisions of the Citizen Charter should be simple and non-technical so that it is understandable to the common people.

      Citizen Charter should be widely disseminated through print media, electronic media, posters, banners, local newspapers etc. So that citizens can be made aware of it and on this basis the services required by citizens can be demanded.

      The importance and provisions of the Citizen's Charter should be known at every level of government, especially at the lower level where the public's contact with the governance system is high.

      Public Grievance Redressal Mechanism should be made effective in Citizen's Charter so that compliance of citizen Charter can be ensured by public servants.

      Private participation in the application of the Citizen Charter should be made. So that a favorable environment can be created / achieved in the society regarding this.

      If there is a lapse in service delivery by the organization, there should be freedom to resort to the grievance redressal mechanism.

      Citizens' Charter should be assessed from time to time.

 The implementation of Sevottam model is relevant for better implementation of Citizen's Charter.
