Q1. किसी विश्वविद्यालयी हाकी टीम द्वारा पिछले कई वर्षों के अथक प्रयास के बाद इस वर्ष  पहली बार, विश्वविद्यालाय हॉकी टीम ने राज्य के सेमीफाइनल में जगह अपनी बनाई है। ऐसी टीम को मैदान में उतारने के लिए विश्वविद्यालाय हॉकी टीम के कोच आदित्य सालों से इंतजार कर रहे हैं। वर्तमान टीम मे गति ,संतुलन, टीम वर्क की भावना आदि उपस्थित है । जो टीम को जीत दिला सकती है । कोच अपनी टीम से कहता है कि  अभ्यास करने के लिए केवल एक और सप्ताह ही बचा है और अब टीम में न तो कोई  नियम तोड़ा जा सकता है और न ही कोई बदलाव किया जाएगा ।

सत्येन्द्र  और सुनील टीम के स्ट्राइकर  हैं। ये दोनों टीम को जीत दिला सकते है । लेकिन इन दोनों ने तय किया कि आगले दिन का अभ्यास नहीं किया जाएगा और यह बात किसी को पता नहीं चलेगी । अब आदित्य  गुस्से में है कि उन्होंने जानबूझकर उसके आदेश की अवहेलना की है। नियम कहता है कि उन्हें पूरे एक हफ्ते के लिए सस्पेंड कर देना चाहिए। अगर वह नियम का पालन करता है तो सत्येन्द्र और सुनील सेमीफाइनल में नहीं खेल पाएंगे और  पूरी टीम उन पर निर्भर है। उसे क्या करना चाहिए ?

 After years of tireless efforts by a university hockey team, for the first time this year, the university hockey team has made it to the semi-finals of the state. To field such a team, the coach of the University Hockey team, Aditya has been waiting for years. The current team has momentum, teamwork spirit, and balance etc. through which this team can win. The coach tells his team that there is only one more week left to practice and that no rules can be broken and no changes will be made to the team. Satyendra and Sunil are the strikers of the team. Both of them can lead the team to victory. But both of them decided that the next day's practice would not be done and no one would know about it. Now Aditya is furious that they have deliberately disobeyed his orders. The rules say that they should be suspended for a full week. If he follows the rule then Satyendra and Sunil will not be able to play in the semi-finals and the whole team is dependent on them. What should he do?

 Q2. एक स्टेडियम की हालिया घटना ने सिविल सेवकों की अभिवृत्ति की तरफ देश का ध्यान आकर्षित किया। एक रिपोर्ट से पता चला कि तय समय  से पहले ही  एथलीटों को अपना अभ्यास खत्म करके स्टेडियम को खाली कराया गया ताकि दिल्ली के एक आईएएस अधिकारी-दंपति अपने कुत्ते के साथ स्टेडियम मे संध्या के समय की चहल कदमी  कर सकें। इस रिपोर्ट के बाद मीडिया में और समाज के प्रबुद्ध वर्ग ने आईएएस दंपति के इस तरह के व्यवहार और उनके अभिवृत्ति  को लेकर तीखी आलोचना की, परिणाम स्वरुप अधिकारियों का तबादला कर दिया गया और दिल्ली सरकार ने स्टेडियम में खिलाड़ियों के लिए रात 10 बजे तक का समय बढ़ा दिया गया। इस तरह की घटनाओ और वीआईपी संस्कृति से विभिन्न प्रकार की समस्याएं उत्पन्न होती है। समस्याओं का जिक्र करते हुए,इस मुद्दे में समाहित अभिवृत्ति और नैतिकता के बिंदुओं को रेखांकित कीजिए और समाधान के उपाय को बताइए। 

The recent incident at a stadium drew the Nation's attention to the attitude of civil servants. A report revealed that the athletes were forced to vacate the stadium ahead of schedule so that an IAS officer-couple could take a stroll around the stadium with their dog in the evening. After this report, there was sharp criticism in the media and the intelligentsia of the society for such behaviour and attitude of the IAS couple. As a result, the officers were transferred and the government extended the allowed time for players in the stadium till 10 PM. Various types of problems arise from such incidents or VIP culture. Referring to the problems, underline attitudinal and ethical issues involved and also suggest solution.
